Is your Federal Pacific panel actually a fire risk?

The concern with Federal Pacific Stab-Lok panels is that a proportion of their breakers fail to trip under overload conditions, which defeats the protective function the panel exists to provide. These panels were installed heavily through the 1970s and a lot of them are still in service in Ocala's older neighborhoods.

You cannot tell by looking. A Stab-Lok breaker feels and looks completely normal in the hand because the failure is internal to the trip mechanism, which is exactly why visual inspection gives false comfort.

There is no repair path. Replacement breakers are either unavailable or of unverified provenance, and the enclosure and bus are often part of the problem. The remedy is a full changeout to current listed equipment, and since the existing service is usually undersized anyway, it is commonly combined with a service upgrade.

Zinsco and Challenger panels from the same period have their own failure patterns, usually bus corrosion and breakers that loosen on the stab. All three brands get flagged routinely by home inspectors, which means it will surface at closing if you plan to sell.
