Rewiring is the answer when the existing wiring is beyond remediation. That usually means degraded cloth or rubber insulation from pre-1960 construction, ungrounded two-wire circuits throughout, or aluminum branch wiring where the termination count makes pigtailing uneconomic.
In Florida slab-on-grade construction the routing is different from what most rewiring guides describe.
